The IBR/GJC Infection Control Nurse will serve IBR/GJC as a Registered Nurse, working closely with and coordinating the infection control needs of the nursing department, OLSAT (Office of Laboratory and Safety and Training) and of the Laboratory Animal Resource Center (LARC/Animal Colony), in addition to clinical nursing responsibilities. They will liaison between the nursing department and the clinic and research departments, facilitate smooth on-boarding of new employees, volunteers and students. The infection control nurse at IBR will coordinate between all the departments during a crisis and prevent the spread of infection.

The primary objectives of the Infection Control Nurse are to:

  • Assure a high quality of care by developing policies and procedures supportive of an infection control program that eliminates risk of infection to clients, facility personnel, and visitors through daily surveillance and implementation of appropriate control measures.
  • Teach infection control and isolation techniques, practices, and policies to employees at all levels.
  • Identify areas demonstrating infection risk and initiate and maintain such programs to eliminate hazards of infection.
  • Assist in educational and research programs related to epidemiology.
  • Coordinate and be responsible for the ordering, administrating and documenting of the TB testing, Tetanus vaccine, Hepatitis vaccine, and the annual Flu vaccine, along with proactively addressing all COVID-19 related protocols, screening program and issues that exist or may develop in the future.

IBR is the research arm of the New York State Office for People with Developmental Disabilities (OPWDD). OPWDD is responsible for coordinating services for New Yorkers with intellectual and/or developmental disabilities (IDD), including intellectual disabilities, Down syndrome, autism spectrum disorders, rare genetic syndromes, and other neurological impairments. Through our Jervis Clinic, a unique Article 16, Part 676 Clinic, IBR provides clinical evaluations with a multi-disciplinary approach.

NYS OPWDD IBR provides a professional setting in a world-renowned research facility located on Staten Island, NY, on a wooded, suburban campus with free off-street parking. The compensation package includes New York State Health Insurance Program (NYSHIP) insurance, a generous sick leave and vacation package, vesting in the NYS pension fund, and a deferred compensation plan. NYS Public Employees Federation (PEF) union benefits include tuition reimbursement and dental and optical coverage. Telecommuting work plan is negotiable.

PRIMARY DUTIES AND RESPONSIBILITIES:

Under the supervision of the Nurse Administrator, the duties will include but will not be limited to:

Serve as the liaison between the clinical staff, researcher scientist and LARC staff. This person will be the liaison between the Animal Colony (LARC) and the nursing department, coordinating the annual health care assessments of all employees who have access to the animal colony, coordinating the health screening of all new employees, research assistants, students and volunteers. Specifically, the incumbent will:

  • Supervise and coordinate the Covid-19 screening and follow “OPWDD Respiratory Viral Transmission Infection Control Guidelines”
  • Coordinate the yearly physicals for N95 mask fit testing
  • Coordinate the yearly physicals and immunization records of new employees
  • Administer facility-wide infection control and prevention program and maintain records
  • Assess, maintain, and evaluate proper regulatory medical compliance, standards and ongoing quality improvement.
  • Work with the Infection Control committee to maintain regulatory compliance with established standards and policies and conduct biyearly meetings
  • Review and revise the facility infection control manual as necessary.
  • Participate in monthly Nursing Conference calls.
  • Provide education and training programs for our employees.

Additionally, they will:

  • Assist in the care and evaluations of individuals being evaluated in the GJ clinic (including preparing charts, taking and documenting vital signs, obtaining specimens, administering medications, and maintaining supplies.
  • Assist medical personnel in identifying carriers and tracing possible sources of infection and preventing transmission of disease.
  • Assist in development and/or implementation of improved infection control measures.
  • Maintain records on ongoing epidemiological programs and surveys.
  • Maintain close communication with supervisory personnel concerning infection problems and epidemiological hazards.
  • Develop and conduct in collaboration with OLSAT, in-service education programs for all personnel to improve the knowledge and practice or infection control and epidemiology.
  • Acts as the infection control liaison between all departments and medical services, Infection Control Committees, facility administration and community programs.
  • Assist in development and/or implementation of improved infection control measures.
  • Compile clinical data and actively assists in research studies related to infection control
  • Review all pertinent microbiological data daily and advises appropriate personnel as necessary, regarding significant findings.
  • Report and provide information required by City, County, or State Health Departments, the Centers for Disease Control, or other official bodies.

Minimum Qualifications

Promotion:

Possession of a license and current registration as a registered professional nurse in New York State and two years of service in any Grade 18 or higher position that requires a registered professional nurse license; or one year of service in any Grade 20 or higher position that requires a registered professional nurse license.

Open competitive:

Possession of a license and current registration as a registered professional nurse in New York State; and three years of post-licensure clinical nursing experience. One year of this experience must have been primarily working in the development, implementation, or administration of an infection control program.

Substitution:

Bachelor's degree in nursing can substitute for one year of post-licensure clinical nursing experience; a master’s degree in nursing can substitute for two years of post-licensure clinical nursing experience; and possession of a current Certified in Infection Control (CIC) certificate issued by the Certification Board of Infection Control and Epidemiology can substitute for the one year of infection control program experience.

Additional Comments

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). HELPS Program titles may be filled via a non-competitive appointment. This means that you do not need to take an exam to qualify, but you do need to meet the minimum qualifications of the title.

At a future date (within one year of permanent appointment), employees hired under NY HELPS are expected to have their permanent non-competitive employment status converted to permanent competitive status. You will not have to take an exam to gain permanent competitive status.

  • Posted Hiring Salary includes the sum of the statutory hiring rate for PS&T Grade 22 ($82,326), Increased Hiring Salary ($10,852), Geographic Pay Differential ($35,000) and Downstate adjustment ($4,000). Geographic Pay Differential and Downstate adjustment are added to the job rate ($104,230).
  • If you are currently a New York State employee serving in a permanent competitive qualifying title and eligible for a transfer via Section 70.1 of the Civil Service Law, you may be appointed to this title as a permanent competitive employee.
  • The assignment of PS&T employees will be made in accordance with any agreed upon Memorandum of Understanding between PEF and the local DDSO regarding the posting of job vacancies.
